Su objetivo es reducir las emisiones derivadas de la deforestaci\u00f3n y la degradaci\u00f3n principalmente animando a los agricultores de subsistencia a adoptar medios de vida \"respetuosos con los bosques\", entre otras cosas mediante pagos basados en resultados y la generaci\u00f3n de compensaciones de carbono.<\/p>\r\n<p>Sin embargo, un proyecto de investigaci\u00f3n participativa sobre las percepciones locales del programa concluy\u00f3 que su rendimiento est\u00e1 muy por debajo de las expectativas en cuanto a reparto de beneficios, consultas, tratamiento de los derechos sobre la tierra y aplicaci\u00f3n de las salvaguardias REDD+.<\/p>\r\n<p>Bolukluki (que significa \"buscar\" en lingala) es un equipo de observadores locales de la sociedad civil que, a lo largo de dos a\u00f1os, visitaron 26 pueblos y encuestaron a m\u00e1s de 400 personas en el interior de dos de los proyectos de m\u00e1s alto perfil de Mai Ndombe: la meseta PIREDD, gestionada por el Fondo Mundial para la Naturaleza (WWF), y la concesi\u00f3n privada Wildlife Works Carbon (WWC) REDD+. Los resultados, recopilados en el informe '<a href=\"https:\/\/www.rainforestfoundationuk.org\/media.ashx\/redd-minus.pdf\" target=\"_blank\" rel=\"noopener\">REDD-MINUS: Ret\u00f3rica y realidad del programa REDD+ de Mai Ndombe<\/a>', demu\u00e9stralo:<\/p>\r\n<ul>\r\n<li>Los proyectos no obtuvieron el consentimiento libre, previo e informado de la poblaci\u00f3n local.<\/li>\r\n<li>Existe un nivel escandalosamente bajo de inclusi\u00f3n y apropiaci\u00f3n en las comunidades que supuestamente est\u00e1n llevando a cabo actividades de REDD+, especialmente entre las mujeres.<\/li>\r\n<li>La mayor\u00eda de los beneficios prometidos a\u00fan no se han materializado o las comunidades no est\u00e1n satisfechas con su aplicaci\u00f3n.<\/li>\r\n<li>No se hacen esfuerzos suficientes para aclarar y reforzar la seguridad de la tenencia de la tierra de las comunidades locales, lo que las deja vulnerables a la especulaci\u00f3n con la tierra y a la emigraci\u00f3n.<\/li>\r\n<li>No existe ning\u00fan mecanismo de reclamaci\u00f3n operativo.<\/li>\r\n<li>Las intervenciones parecen tener escaso impacto en la reducci\u00f3n de la deforestaci\u00f3n y la degradaci\u00f3n, y en algunos casos incluso han catalizado la p\u00e9rdida de bosques.<\/li>\r\n<\/ul>\r\n<p>Las conclusiones llegan en un momento crucial de los esfuerzos mundiales para hacer frente a las emergencias clim\u00e1ticas y de biodiversidad el a\u00f1o que viene, con el <a href=\"https:\/\/www.mappingforrights.org\/MFR-resources\/mapstory\/cbddrive\/300_million_at_risk_from_cbd_drive\">marco mundial para la biodiversidad despu\u00e9s de 2020<\/a> y se espera que los pa\u00edses aumenten sus contribuciones determinadas a nivel nacional (NDC, por sus siglas en ingl\u00e9s) al Acuerdo del Clima de Par\u00eds en el periodo previo a la COP 26 de Glasgow el a\u00f1o que viene.<\/p>\r\n<p>Sin embargo, existe una desconexi\u00f3n cada vez mayor entre el escepticismo de quienes tienen experiencia de primera mano con estos programas REDD+ sobre el terreno y el entusiasmo de las instituciones y empresas internacionales por REDD+ y otras soluciones basadas en la naturaleza, incluso para cumplir sus compromisos de carbono neto cero.<\/p>\r\n<p>El Fondo Cooperativo para el Carbono de los Bosques (FCPF) del Banco Mundial ha firmado ya acuerdos de pago por reducci\u00f3n de emisiones, incluido el de Mai Ndombe, por un total de m\u00e1s de 450 millones de d\u00f3lares con gobiernos de ocho pa\u00edses, y est\u00e1 intentando suministrar compensaciones de carbono al sistema de compensaci\u00f3n de la industria de la aviaci\u00f3n (CORSIA).
