En un hecho significativo, el presidente y miembro de la minor\u00eda de mayor rango de la Comisi\u00f3n de Recursos Naturales de la C\u00e1mara de Representantes de Estados Unidos ha presentado un proyecto de ley que pretende garantizar que la financiaci\u00f3n internacional de Estados Unidos para la biodiversidad no se utilice para contribuir a abusos de los derechos humanos en las \u00e1reas protegidas y sus alrededores.<\/p>\r\n

La noticia llega tras una audiencia en el Congreso de Estados Unidos en la que se denunci\u00f3 que guardas forestales de varios parques de \u00c1frica y Asia financiados por WWF hab\u00edan cometido graves violaciones de los derechos humanos -incluidos asesinatos, violaciones y torturas- contra pueblos ind\u00edgenas y miembros de las comunidades locales. La audiencia se bas\u00f3 en gran medida en la\u00a0investigaciones de RFUK y nuestro socio local APEM<\/a>\u00a0en torno al Parque Nacional de Salonga, en la Rep\u00fablica Democr\u00e1tica del Congo, que descubri\u00f3 que durante a\u00f1os se han cometido impunemente abusos generalizados.<\/p>\r\n

El proyecto de ley bipartidista, titulado \"Advancing Human Rights-Centered International Conservation Act of 2022\", pretende aclarar y reforzar las normas para la financiaci\u00f3n de la conservaci\u00f3n en Estados Unidos a trav\u00e9s del Servicio de Pesca y Vida Silvestre (FWS, por sus siglas en ingl\u00e9s), junto con sus socios del Departamento de Estado de Estados Unidos, y podr\u00eda servir de modelo potencial para otros gobiernos y financiadores internacionales.<\/p>\r\n

Entre otras medidas, la legislaci\u00f3n pretende mejorar el control de los proyectos internacionales de conservaci\u00f3n para proteger los derechos humanos, reforzar las normas de trato a los pueblos ind\u00edgenas y las comunidades locales y mejorar la supervisi\u00f3n y transparencia de los programas internacionales de conservaci\u00f3n de la biodiversidad.<\/p>\r\n

\"Con este proyecto de ley, estamos enviando una se\u00f1al al mundo de que Estados Unidos exige los m\u00e1s altos est\u00e1ndares de respeto por cada vida humana; no vamos a tolerar abusos contra los derechos humanos en nombre de la conservaci\u00f3n\", . \"Los pueblos ind\u00edgenas tienen derechos sobre sus tierras ancestrales que merecen respeto y reverencia. Los esfuerzos internacionales de conservaci\u00f3n deben elevar sus conexiones \u00fanicas con estas tierras y su conocimiento de las mismas, no amenazarlos, silenciarlos o incluso matarlos.\"<\/p><\/blockquote>\r\n

En respuesta a esta noticia, Joe Eisen, director ejecutivo de RFUK, declar\u00f3\u00a0<\/em><\/p>\r\n

\"Aunque este proyecto de ley no es perfecto, acogemos con satisfacci\u00f3n los esfuerzos del comit\u00e9 para abordar los devastadores impactos sobre los derechos humanos de la 'conservaci\u00f3n de fortalezas'. Ahora se necesita mucho m\u00e1s para apoyar a sus innumerables v\u00edctimas, para que Estados Unidos y otros gobiernos adopten, refuercen y hagan cumplir estas medidas y, en \u00faltima instancia, para establecer un modelo de conservaci\u00f3n que capacite a las comunidades locales para asegurar, gestionar y proteger sus tierras.\"<\/p><\/blockquote>\r\n
