{"id":4937,"date":"2022-09-29T14:45:49","date_gmt":"2022-09-29T14:45:49","guid":{"rendered":"https:\/\/www.rainforestfoundationuk.org\/?p=4937"},"modified":"2022-12-19T12:27:16","modified_gmt":"2022-12-19T12:27:16","slug":"destacados-cientificos-respaldan-el-llamamiento-de-la-sociedad-civil-congolena-para-aumentar-los-derechos-sobre-la-tierra-de-las-comunidades-forestales-para-combatir-el-cambio-climatico","status":"publish","type":"post","link":"https:\/\/www.rainforestfoundationuk.org\/es\/leading-scientists-back-congolese-civil-society-call-to-increase-forest-community-land-rights-to-combat-climate-change\/","title":{"rendered":"Destacados cient\u00edficos respaldan el llamamiento de la sociedad civil congole\u00f1a para aumentar los derechos sobre la tierra de las comunidades forestales para combatir el cambio clim\u00e1tico"},"content":{"rendered":"\n\n\t<p>Ahead of crucial upcoming climate talks in Egypt this November, a gathering of international scientists has backed a Congolese civil society call to scale up recognition of indigenous peoples and other local communities&#8217; rights as a key strategy in the fight against climate change.<\/p>\n<p>This month, RFUK&#8217;s <a href=\"https:\/\/www.rainforestfoundationuk.org\/our-projects\/community-forests\/\">community forest<\/a> partners joined leading scientists from around the world in Yangambi in the Democratic Republic of Congo (DRC) for the first in a <a href=\"https:\/\/drcprecop27.medd.gouv.cd\/en\/\">series of &#8216;pre-COP&#8217; meetings <\/a>taking place in the country in advance of &#8216;COP27&#8217;. Thanks to their efforts, the <a href=\"https:\/\/www.atibt.org\/files\/upload\/news\/RDC\/DECLARATION_FINALE_YANGAMBI_SCIENTIFIQUE.pdf\">final declaration<\/a> concluded that:<\/p>\n<p><em>&#8220;In terms of forests and biodiversity, [we, scientists from 26 countries, declare] the need to [&#8230;] mobilize sustainable financing to guarantee [&#8230;] the securing of the land and forest rights of Local Communities and Indigenous Peoples [and] the equitable sharing of benefits and the integration of local community forest concessions into the overall land-use planning process.&#8221;<\/em><\/p>\n<p>With the political segment of the pre-COP talks due to be held in Kinshasa from October 3-5, this gives further weight to calls to accelerate direct support to frontline defenders following a <a href=\"https:\/\/ukcop26.org\/cop26-iplc-forest-tenure-joint-donor-statement\/\">USD1.7 billion commitment<\/a> made by institutional and private donors at COP26 last year in Glasgow.<\/p>\n<p>In DRC, community forestry provides an unprecedented opportunity \u200b\u200bto achieve this objective. The government has included it as a key pillar of its revised <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2022-06\/CDN%20Revis%C3%A9e%20de%20la%20RDC.pdf\">Nationally Determined Contribution<\/a> to the Paris Climate Accord. However, while there are already more than 180 community forests covering over <a href=\"https:\/\/rdc.geocfcl.org\/applications\/\">three million hectares<\/a> established in the country, this represents only a fraction of the total land under customary claims.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.rainforestfoundationuk.org\/wp-content\/uploads\/2022\/09\/Blaise-Mudodosi-APEM3438-300x219.png\" alt=\"\" width=\"355\" height=\"259\" \/>Blaise Mudodosi, Coordinator of the NGO <a href=\"https:\/\/www.rainforestfoundationuk.org\/partners\/apem\/\">APEM<\/a>, said<\/p>\n<p>&#8220;<em>Our participation in the Pre-Cop 27 scientific conference in Yangambi served as a reminder that taking into account the rights and knowledge of local communities and indigenous peoples in the management of forest resources is a prerequisite for any solution for the climate and biodiversity. We were able to get the recommendations made by community forestry stakeholders to be integrated into the final declaration of the conference. It is now up to national and international political authorities to ensure that they are promoted and applied.&#8221; <\/em><\/p>\n<p>Recent moves by the Congolese government to <a href=\"https:\/\/www.rainforestfoundationuk.org\/calls-for-president-felix-tshisekedi-to-cancel-plans-for-oil-drilling-in-drcs-tropical-rainforests\/\">auction off 30 oil and gas blocks<\/a> and to lift the longstanding <a href=\"https:\/\/www.rainforestfoundationuk.org\/drc-national-logging-moratorium-must-be-extended-indefinitely-following-damning-audit-of-the-industry-logging\/\">national logging moratorium<\/a> pose a significant threat to scaling up recognition of forest communities&#8217; land rights as well as its image as a &#8216;solutions country&#8217; to the climate crisis.<\/p>\n<p>At the global level, it is estimated that Indigenous Peoples, Afro-descendant Peoples, and local communities directly manage over 50 percent of the world&#8217;s land (including much of the remaining forestland and biodiversity hotspots) yet only hold rights to <a href=\"https:\/\/rightsandresources.org\/who-we-are\/\">10 percent<\/a> of it.
