La premi\u00e8re \"for\u00eat communautaire\" officielle a \u00e9t\u00e9 attribu\u00e9e en R\u00e9publique centrafricaine (RCA), dans le bassin du Congo, donnant aux populations locales le droit de g\u00e9rer et de prot\u00e9ger leur for\u00eat.<\/p>\r\n

En R\u00e9publique centrafricaine, o\u00f9 80% de la for\u00eat tropicale a \u00e9t\u00e9 c\u00e9d\u00e9e \u00e0 des soci\u00e9t\u00e9s foresti\u00e8res, trois communaut\u00e9s du sud-ouest du pays ont vu, la semaine derni\u00e8re, leur dossier de demande d\u2019attribution d\u2019une for\u00eat communautaire approuv\u00e9 par le minist\u00e8re en charge des for\u00eats.<\/p>\r\n

Soutenus par des organisations centrafricaines et la Rainforest Foundation UK (RFUK), les villages de Moloukou, Moal\u00e9 et Lokomb\u00e9 avaient conjointement demand\u00e9 \u00e0 g\u00e9rer pr\u00e8s de 15 000 hectares de la for\u00eat de Lomba. Le projet a \u00e9t\u00e9 financ\u00e9 par le D\u00e9partement britannique pour le D\u00e9veloppement International (DfID).<\/p>\r\n

La zone fait partie d'une concession d\u00e9tenue par une soci\u00e9t\u00e9 foresti\u00e8re industrielle, o\u00f9, jusqu'\u00e0 r\u00e9cemment, il \u00e9tait juridiquement impossible d'attribuer une for\u00eat communautaire. Apr\u00e8s plus d\u2019une ann\u00e9e de plaidoyer de la part de RFUK et de ses partenaires locaux, une autorisation sans pr\u00e9c\u00e9dent avait \u00e9t\u00e9 sign\u00e9e en janvier 2018, permettant la signature de\u00a0arr\u00eat\u00e9<\/a>\u00a0du 25 avril 2019, par lequel ces communaut\u00e9s ont obtenu des droits sur des for\u00eats qui \u00e9taient sous le contr\u00f4le d\u2019exploitants forestiers.<\/p>\r\n

Bienvenu Kemanda, membre de la soci\u00e9t\u00e9 civile centrafricaine et consultant pour RFUK, a d\u00e9clar\u00e9:<\/p>\r\n

“Je tiens \u00e0 f\u00e9liciter le gouvernement centrafricain pour cette d\u00e9cision in\u00e9dite, ainsi que les communaut\u00e9s qui ont surmont\u00e9 sans rel\u00e2che tous les d\u00e9fis (juridiques) auxquels elles ont \u00e9t\u00e9 confront\u00e9es au cours du processus d\u2019attribution. Ces communaut\u00e9s pionni\u00e8res vont maintenant pouvoir g\u00e9rer leurs ressources et faire de cette exp\u00e9rience un succ\u00e8s durable, pour servir d'exemple \u00e0 de nombreuses autres communaut\u00e9s qui n'ont pas pu faire valoir leurs droits en raison de la saturation fonci\u00e8re<\/em>.”<\/p><\/blockquote>\r\n

Simon Counsell, Directeur Ex\u00e9cutif de RFUK, a d\u00e9clar\u00e9:<\/p>\r\n

“Cette d\u00e9cision est une premi\u00e8re tr\u00e8s importante pour le bassin du Congo. Cette reconnaissance des droits des communaut\u00e9s sur leurs ressources change la donne pour elles et pour la protection des for\u00eats tropicales. Mais c\u2019est aussi une opportunit\u00e9 majeure pour tester un mod\u00e8le de co-gestion des ressources au sein des zones d\u00e9j\u00e0 attribu\u00e9es \u00e0 des concessionnaires forestiers, afin de fournir une base de r\u00e9flexion pour une r\u00e9forme du cadre l\u00e9gal. Nous esp\u00e9rons que cela ouvrira la voie \u00e0 d'autres pays de la r\u00e9gion pour qu'ils adoptent des approches communautaires novatrices similaires en mati\u00e8re de conservation des for\u00eats<\/em>.”<\/p><\/blockquote>\r\n\t
