On 14\u00a0October\u00a0at the 8th\u00a0annual Multi-actor Roundtable on Community Forestry in Kinshasa, the Congolese government,\u00a0as well as\u00a0representatives from donor countries, community leaders and a large contingent of national and international civil society organisations, affirmed\u00a0that local forest communities and indigenous peoples should be at the centre of climate action.<\/p>\n

Cela est particuli\u00e8rement important dans un pays o\u00f9, jusqu'\u00e0 tr\u00e8s r\u00e9cemment, les communaut\u00e9s foresti\u00e8res ne disposaient pas de moyens juridiques pour faire valoir leurs droits collectifs sur les terres ancestrales, ce qui les rendait vuln\u00e9rables aux d\u00e9placements et \u00e0 la d\u00e9possession dus aux industries extractives et aux projets de conservation qui excluent les populations.\u00a0\u00a0\u00a0<\/p>\n

L'instauration de la justice sociale est donc l'un des nombreux d\u00e9fis auxquels la R\u00e9publique d\u00e9mocratique du Congo (RDC) est confront\u00e9e, apr\u00e8s que les dirigeants coloniaux ont construit le pays autour de l'imp\u00e9ratif d'extraction des ressources naturelles pour l'exportation, en ne laissant que tr\u00e8s peu de b\u00e9n\u00e9fices \u00e0 la population locale. En tant que pays ind\u00e9pendant, l'\u00e9conomie politique de la RDC a suivi un sch\u00e9ma similaire.\u00a0\u00a0<\/p>\n

En rupture avec cet h\u00e9ritage, le cadre juridique de la foresterie communautaire en RDC est aujourd'hui le plus innovant d'Afrique centrale. Le Code forestier de 2002 et les arr\u00eat\u00e9s adopt\u00e9s en 2014 et 2016 ont ouvert la possibilit\u00e9 pour les communaut\u00e9s d'obtenir de grandes concessions \u00e0 perp\u00e9tuit\u00e9 (\"Concession Foresti\u00e8re des Communaut\u00e9s Locales\" - CFCL) sur les terres qu'elles poss\u00e9daient traditionnellement, en suivant une proc\u00e9dure libre et d\u00e9centralis\u00e9e. De plus, en \u00e9vitant les \u00e9cueils que les for\u00eats communautaires ont connus ailleurs en Afrique en se concentrant principalement sur l'exploitation foresti\u00e8re, en RDC ces espaces peuvent \u00eatre consacr\u00e9s \u00e0 des \"usages multiples\", permettant aux populations foresti\u00e8res de s'appuyer sur leurs pratiques traditionnelles pour g\u00e9rer leurs terres d'une mani\u00e8re diversifi\u00e9e et durable.<\/p>\n\t\t\t\t\"Vue\n\t\tVue de la communaut\u00e9 de Bamasobha, au Nord-Kivu\n\t

Bien que cette situation offre des possibilit\u00e9s sans pr\u00e9c\u00e9dent, un soutien de haut niveau et bien coordonn\u00e9 est plus que jamais n\u00e9cessaire pour que les for\u00eats communautaires puissent r\u00e9aliser leur potentiel. Les communaut\u00e9s g\u00e8rent actuellement plus d'une centaine de CFCL couvrant plus de 2 millions d'hectares dans neuf provinces (d'apr\u00e8s la\u00a0Base de donn\u00e9es sur les for\u00eats communautaires<\/a>). Bien qu'il s'agisse d'une grande r\u00e9ussite, cela ne repr\u00e9sente qu'une tr\u00e8s petite partie des 155 millions d'hectares de for\u00eats de la RDC. L'une des raisons de cette \u00e9chelle limit\u00e9e est que le financement international pour la foresterie communautaire reste minime et repr\u00e9sente une fraction de ce qui est actuellement allou\u00e9 \u00e0 la conservation et aux projets REDD+.\u00a0<\/p>\n\t

Mais le vent tourne<\/h2>\n

Lanc\u00e9e en 2015, la table ronde sur la foresterie communautaire n'a jamais \u00e9t\u00e9 aussi capitale et claire dans son message politique soutenant les droits fonciers et la justice sociale, ni aussi centrale pour l'action climatique, que cette ann\u00e9e o\u00f9 des fonctionnaires du plus haut niveau du gouvernement congolais, ainsi que des repr\u00e9sentants des ambassades du Royaume-Uni, des \u00c9tats-Unis, de la Norv\u00e8ge, de l'Allemagne et des Pays-Bas, ont rencontr\u00e9 la soci\u00e9t\u00e9 civile et les membres des communaut\u00e9s de neuf provinces pour cimenter cette vision commune. <\/p>\n

Ensemble, ils ont envoy\u00e9 un message fort aux dirigeants mondiaux qui se pr\u00e9parent pour la COP26 : la politique climatique ne r\u00e9ussira que si elle est bas\u00e9e sur des actions locales ; par cons\u00e9quent, les contributions d\u00e9termin\u00e9es au niveau national (CDN) et le cadre mondial pour la biodiversit\u00e9 doivent tenir compte des besoins des communaut\u00e9s locales pour leur d\u00e9veloppement et leur survie culturelle. <\/p>\n

Au-del\u00e0 de cet accord fondamental, la r\u00e9union a d\u00e9fini huit actions prioritaires pour faire des for\u00eats communautaires une option de gestion foresti\u00e8re concr\u00e8te et \u00e9volutive en RDC. Ces actions mettent l'accent sur le soutien aux initiatives locales et sur la documentation de leur impact, en termes de viabilit\u00e9 \u00e9conomique et environnementale, afin d'\u00e9clairer les r\u00e9formes juridiques \u00e0 venir.<\/p>\n

Dans un discours fort prononc\u00e9 par son directeur de cabinet, M. Yves Lutumba Kibada, la vice-premi\u00e8re ministre et ministre de l'environnement et du d\u00e9veloppement durable de la RDC, Mme Eve Bazaiba, a annonc\u00e9 son engagement et a appel\u00e9 \u00e0 une approche multisectorielle : <\/p>\n

“I want community forestry to become a priority for my ministry, and to strengthen synergies with other ministries.” <\/p><\/blockquote>\n

Il est important de noter que les repr\u00e9sentants des principaux pays donateurs en RDC ont fortement soutenu l'approche. L'ambassadrice du Royaume-Uni en RDC, Mme Emily Maltman, a soulign\u00e9 que \"la s\u00e9curit\u00e9 fonci\u00e8re est une condition pr\u00e9alable essentielle \u00e0 la gestion durable des for\u00eats\" et que la foresterie communautaire a d\u00e9j\u00e0 obtenu des \"r\u00e9sultats remarquables\" en RDC. Comme son pays pr\u00e9sidera la COP26 \u00e0 Glasgow en novembre, elle a confirm\u00e9 que ces questions seront plac\u00e9es au premier plan de l'\u00e9v\u00e9nement. <\/p>\n

M. Paul Sabatine, directeur de la mission de l'Agence am\u00e9ricaine pour le d\u00e9veloppement international (USAID) en RDC, a \u00e9galement d\u00e9clar\u00e9 que \"l'USAID soutient la vision du gouvernement de la RDC : promouvoir la gestion durable des for\u00eats sous la direction des communaut\u00e9s locales\" et appelle \u00e0 un engagement politique en faveur de la foresterie communautaire dans la perspective de la COP26. <\/p>\n

For Mr. Olav Lundst\u00f8l, Norway’s Special Envoy Climate and Forest for the Congo Basin, Community Forestry is “an innovative way to face a triple challenge: poverty, climate and biodiversity.” <\/p>\n\t\t\t\t\"Du\n\t\tDu coin sup\u00e9rieur gauche au coin inf\u00e9rieur droit : M.
