{"id":2009,"date":"2020-06-12T00:00:45","date_gmt":"2020-06-12T00:00:45","guid":{"rendered":"https:\/\/www.rainforestfoundationuk.org\/?p=2009"},"modified":"2022-09-22T14:42:15","modified_gmt":"2022-09-22T14:42:15","slug":"la-campagne-radio-de-civic-response-fait-mieux-connatre-le-forestlink-et-le-suivi-communautaire-des-forts-au-ghana","status":"publish","type":"post","link":"https:\/\/www.rainforestfoundationuk.org\/fr\/civic-responses-radio-campaign-raises-awareness-of-forestlink-and-community-led-forest-protection-in-ghana\/","title":{"rendered":"La campagne radio de Civic Response fait mieux conna\u00eetre le ForestLink et le suivi communautaire des for\u00eats au Ghana"},"content":{"rendered":"<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.rainforestfoundationuk.org\/wp-content\/uploads\/2021\/11\/Guest-blog-by-Jemima-Opare-Henaku-Communication-Civic-Response.jpg\" alt=\"Blog de l&#039;invit\u00e9 par Jemima Opare-Henaku, Assistant de Communication, Civic Response\" itemprop=\"image\" height=\"754\" width=\"800\" title=\"Blog de l&#039;invit\u00e9 par Jemima Opare-Henaku, Assistant de Communication, Civic Response\" onerror=\"this.style.display='none'\"  \/>\r\n\t\tBlog de l'invit\u00e9 par Jemima Opare-Henaku, Assistant de Communication, Civic Response\r\n\t<p>Le partenaire ghan\u00e9en de RFUK, Civic Response, vient d'achever une campagne de sensibilisation radiophonique de deux mois \u00e0 travers le pays sur la surveillance en temps r\u00e9el (RTM) et la sensibilisation des communaut\u00e9s en bordure de for\u00eat au r\u00f4le qu'elles peuvent jouer dans la gestion et la surveillance de la for\u00eat.<\/p>\r\n<p>Bien que des progr\u00e8s aient \u00e9t\u00e9 r\u00e9alis\u00e9s en mati\u00e8re de gouvernance foresti\u00e8re au Ghana, un suivi rigoureux des activit\u00e9s foresti\u00e8res reste n\u00e9cessaire, car l'exploitation foresti\u00e8re ill\u00e9gale et d'autres ill\u00e9galit\u00e9s foresti\u00e8res restent omnipr\u00e9sentes. Les r\u00e9cents efforts pour am\u00e9liorer la gestion foresti\u00e8re comprennent le d\u00e9veloppement du syst\u00e8me de suivi du bois du Ghana (GWTS) dans le cadre de l'accord de partenariat volontaire (APV) avec l'Union europ\u00e9enne, le portail ghan\u00e9en sur la transparence du secteur forestier, et des r\u00e9formes l\u00e9gislatives pour am\u00e9liorer la mise en application des lois foresti\u00e8res, la transparence et la responsabilit\u00e9.<\/p>\r\n<p>L\u2019une des principales pr\u00e9occupations sur le terrain est le respect par les soci\u00e9t\u00e9s foresti\u00e8res des accords de responsabilit\u00e9 sociale (SRA) \u2013 ou clause sociale du cahier des charges. Ces accords constituent un programme \u00e0 travers lequel les soci\u00e9t\u00e9s foresti\u00e8res investissent une partie de leurs ressources financi\u00e8res (5% des droits de coupe) au b\u00e9n\u00e9fice des communaut\u00e9s situ\u00e9es dans un rayon de 5 kilom\u00e8tres de leurs op\u00e9rations d'exploitation foresti\u00e8re afin de d\u00e9velopper des infrastructures et contribuer au d\u00e9veloppement social. Les soci\u00e9t\u00e9s foresti\u00e8res sont \u00e9galement cens\u00e9es n\u00e9gocier avec les agriculteurs un montant \u00e0 payer pour les r\u00e9coltes d\u00e9truites dans leurs exploitations en raison des activit\u00e9s d'exploitation foresti\u00e8re. Cependant, les soci\u00e9t\u00e9s d'exploitation foresti\u00e8re manquent souvent \u00e0 leurs responsabilit\u00e9s sociales ou d\u2019indemnisations aux agriculteurs pour les r\u00e9coltes d\u00e9truites. Les grumes sont \u00e9galement souvent transport\u00e9es en dehors des d\u00e9lais l\u00e9gaux autoris\u00e9s pendant la nuit, ce qui peut mettre en danger la vie des membres de la communaut\u00e9 qui vaquent \u00e0 leurs activit\u00e9s en soir\u00e9e. Par ailleurs, au cours des deux derni\u00e8res d\u00e9cennies, l'exploitation mini\u00e8re ill\u00e9gale dans les concessions foresti\u00e8res s'est \u00e9galement intensifi\u00e9e, entra\u00eenant une perte importante de for\u00eats qui acc\u00e9l\u00e8re le changement climatique et ses effets sur les communaut\u00e9s qui ont remarqu\u00e9 des changements dans les cycles pluviom\u00e9triques et une baisse des rendements de leurs cultures.<\/p>\r\n<p>Beaucoup de ces ill\u00e9galit\u00e9s se produisent \u00e0 l'insu de la Commission foresti\u00e8re, d'o\u00f9 la n\u00e9cessit\u00e9 d'impliquer les organisations de la soci\u00e9t\u00e9 civile et les communaut\u00e9s dans la surveillance des for\u00eats. Pour soutenir ces efforts de surveillance des for\u00eats, Civic Response, en collaboration avec Rainforest Foundation UK (RFUK), met en \u0153uvre le projet \"<em>Int\u00e9grer le suivi communautaire en temps r\u00e9el pour soutenir les moyens de subsistance et les for\u00eats en Afrique centrale et occidentale.<\/em>\" Le but ultime de l'initiative est d'am\u00e9liorer la gouvernance foresti\u00e8re par une participation plus efficace des communaut\u00e9s foresti\u00e8res et de la soci\u00e9t\u00e9 civile, am\u00e9liorant ainsi les droits et les moyens de subsistance des populations foresti\u00e8res et favorisant une durabilit\u00e9 environnementale plus forte.<\/p>\r\n<p class=\"translation-block\">Ce projet utilise la technologie Forestlink d\u00e9velopp\u00e9e par RFUK, qui comprend une application mobile (Collectaur) pour collecter des informations, et une plateforme en ligne (Monitaur) pour recevoir les informations. Collectaur permet aux observateurs communautaires form\u00e9s d'envoyer des alertes sur les infractions foresti\u00e8res en temps r\u00e9el, par SMS ou connexion satellite, comprenant une br\u00e8ve description de l'ill\u00e9galit\u00e9, la position GPS, des vid\u00e9os et des photos.<\/p>\r\n<p>La campagne de sensibilisation radio visait \u00e0 informer les communaut\u00e9s locales sur leurs droits l\u00e9gaux et le r\u00f4le de ForestLink dans le suivi et la protection de leurs for\u00eats.<\/p>\r\n<p>Sept stations de radio dans sept districts du pays ont particip\u00e9 \u00e0 la campagne qui a dur\u00e9 huit semaines: Uniik FM (Sefwi Wiawso), Edubiaseman FM (New Edubiase), Kings Radio (Konongo), Royal FM (Asankragwa), AS Radio (Enchi) , Nsoromma FM (Dormaa) et Ofie FM (Oda). Les questions abord\u00e9es \u00e9taient relatives \u00e0 l\u2019\u00e9tat actuel des for\u00eats au Ghana, aux causes et effets de la destruction des for\u00eats, aux lois foresti\u00e8res, aux accords de responsabilit\u00e9 sociale et compensations aux communaut\u00e9s, au suivi communautaire des for\u00eats en temps r\u00e9el (STR) et aux raisons pour lesquelles les communaut\u00e9s riveraines des for\u00eats devraient s\u2019impliquer dans le STR via ForestLink.<\/p>\r\n<p>Les auditeurs ont exprim\u00e9 un grand enthousiasme pour la campagne qui les a \u00e9clair\u00e9s sur des questions qu'ils ignoraient autrement:<\/p>\r\n<p>&#8220;<em>\u00abJe f\u00e9licite Civic Response pour cette prise de conscience. Grace \u00e0 cette initiative, je sais maintenant que les for\u00eats appartiennent aux communaut\u00e9s, que les communaut\u00e9s riveraines des for\u00eats doivent s'int\u00e9resser \u00e0 sa gestion et que si la for\u00eat est d\u00e9truite, nous en subirons les cons\u00e9quences. J'appelle donc les membres des communaut\u00e9s riveraines des for\u00eats \u00e0 participer au suivi des for\u00eats pour notre propre bien \u00bb<\/em>a d\u00e9clar\u00e9 Kingsley, un auditeur de Diaba dans le district de Dormaa lors d\u2019une des \u00e9missions radio de la campagne sur Nsoromma FM.<\/p>\r\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.rainforestfoundationuk.org\/wp-content\/uploads\/2020\/06\/05ab16ea-cc78-48f6-bf27-40904eb0696a.jpg\" alt=\"05ab16ea-cc78-48f6-bf27-40904eb0696a\" itemprop=\"image\" height=\"480\" width=\"800\" title=\"05ab16ea-cc78-48f6-bf27-40904eb0696a\" onerror=\"this.style.display='none'\"  \/>\r\n\t<p>De m\u00eame, des agents de la Division des Services Forestiers (FSD) de la Commission Foresti\u00e8re au niveau des districts ont exprim\u00e9 un vif int\u00e9r\u00eat et un soutien pour le programme. Nana Poku Bosompem, le directeur FSD du district de Sefwi Wiawso, a not\u00e9 que la campagne de sensibilisation a compl\u00e9t\u00e9 les efforts de la Commission des for\u00eats.<\/p>\r\n<p>&#8220;<em>\u00abLes organisations de la soci\u00e9t\u00e9 civile sont tr\u00e8s importantes pour nous. Elles sont consid\u00e9r\u00e9es comme des partenaires dans la protection des for\u00eats\u00bb, a-t-il d\u00e9clar\u00e9. \u00abElles sont consid\u00e9r\u00e9es comme une force de pression qui surveille les activit\u00e9s de la Commission Foresti\u00e8re.
