L\u2019\u00c9QUIPE DU PROJET SUIVI EN TEMPS R\u00c9EL (STR) CONGO, FORM\u00c9E PAR RFUK, CAPITALISE SUR LES ACQUIS DE CETTE FORMATION POUR D\u00c9PLOYER LE SYST\u00c8ME DANS DEUX SITES PILOTES<\/h3>\r\n

L\u2019\u00e9quipe du Comptoir Juridique Junior (CJJ) d\u00e9ploie le \u00ab Suivi en Temps R\u00e9el \u00bb (STR) et la technologie ForestLink en R\u00e9publique du Congo, suite a sa formation technique par RFUK \u00e0 Brazzaville en .ao\u00fbt 2019. Le projet vise \u00e0 former et \u00e9quiper des communaut\u00e9s locales pour faire le suivi des ill\u00e9galit\u00e9s foresti\u00e8res. La technologie ForestLink d\u00e9velopp\u00e9e par RFUK permet l\u2019envoi d\u2019alertes par les observateurs communautaires sur une base de donn\u00e9es centralis\u00e9e, y compris depuis des zones isol\u00e9es ne disposant pas de r\u00e9seau t\u00e9l\u00e9phonique. Le projet cherche \u00e0 renforcer la lutte contre l\u2019exploitation foresti\u00e8re ill\u00e9gale, et favoriser le bien \u00eatre des communaut\u00e9s locales et des populations autochtones tributaires des for\u00eats. D\u00e9j\u00e0 d\u00e9ploy\u00e9 au Cameroun, en RDC et au Ghana, o\u00f9 il vient en appui \u00e0 plus d\u2019une centaine de communaut\u00e9 dans le suivi de leurs for\u00eats et la protection de leurs droits, le syst\u00e8me a \u00e9tendu depuis 2019 son champ d\u2019appui \u00e0 4 nouveaux villages en R\u00e9publique du Congo. L\u2019\u00e9quipe STR Congo est compos\u00e9e du chef du projet, bas\u00e9 \u00e0 Brazzaville d\u2019o\u00f9 il coordonne le d\u00e9ploiement, en collaboration avec les autorit\u00e9s comp\u00e9tentes de contr\u00f4le, et de deux animateurs de terrain bas\u00e9s sur les deux sites pilotes : au nord dans la Likouala et au sud dans la L\u00e9koumou. Ces derniers suivent au jour le jour l\u2019utilisation de la technologie par les observateurs communautaires et appuie les leaders dans leurs actions de plaidoyer communautaire pour faire avancer des questions de gouvernance locale.<\/p>\r\n

Le syst\u00e8me est ainsi actif dans les deux sites depuis ao\u00fbt 2019, plus sp\u00e9cifiquement autour de l\u2019Unit\u00e9 foresti\u00e8re d\u2019am\u00e9nagement (UFA) de Mimbeli \u2013 Ibenga de la soci\u00e9t\u00e9 La Congolaise industrielle de Bois (CIB), situ\u00e9e dans le d\u00e9partement de la Likouala, o\u00f9 vivent les communaut\u00e9s des villages Berandzokou et Mimbeli, et l\u2019Unit\u00e9 foresti\u00e8re d\u2019exploitation (UFE) de Mpoukou \u2013 Ogou\u00e9 de l\u2019entreprise Taman Industries Limited situ\u00e9e dans le d\u00e9partement de la L\u00e9koumou, avec les communaut\u00e9s des villages de Ngonaka et Omoy.<\/p>\r\n

Grace au d\u00e9ploiement de la technologie, 14 observateurs communautaires et 8 leaders communautaires ont \u00e9t\u00e9 form\u00e9s pour mener l\u2019observation communautaire des for\u00eats et d\u00e9fendre les droits et int\u00e9r\u00eats des communaut\u00e9s participantes.<\/p>\r\n

Depuis le d\u00e9but du d\u00e9ploiement du syst\u00e8me en 2019, une douzaine d\u2019alertes sur les ill\u00e9galit\u00e9s foresti\u00e8res ont \u00e9t\u00e9 transmises vers la plateforme ForestLink et document\u00e9es par l\u2019\u00e9quipe STR Congo. Apr\u00e8s v\u00e9rification par les animateurs, il a \u00e9t\u00e9 notamment observ\u00e9 l\u2019existence de souches et billes non marqu\u00e9es de diverses essences (Okoum\u00e9, Padouk rouge, Movingui, Essia), ainsi que plusieurs alertes sur les d\u00e9g\u00e2ts caus\u00e9s par les animaux sur les cultures agricoles des communaut\u00e9s. Ces alertes ainsi compl\u00e9t\u00e9es de recommandations quant aux mesures correctives \u00e0 prendre et sanctions applicables, ont ensuite vocation \u00e0 informer et orienter les activit\u00e9s de contr\u00f4le forestiers des autorit\u00e9s d\u00e9partementales.<\/p>\r\n

L\u2019\u00e9quipe STR utilise aussi \u00e0 bon escient les connaissances acquises pendant la formation pour accompagner l\u2019administration foresti\u00e8re d\u00e9partementale (DDEF) \u00e0 int\u00e9grer le ForestLink (comme un outil de suivi) dans le contr\u00f4le forestier. A ce titre, la formation des directeurs d\u00e9partementaux du Minist\u00e8re de l\u2019\u00e9conomie foresti\u00e8re de la L\u00e9koumou et de la Likouala pr\u00e9vue en 2020 est en cours de pr\u00e9paration. Cette formation aboutira \u00e0 la r\u00e9alisation de missions conjointes de terrain pour la v\u00e9rification des alertes transmises par les observateurs communautaires form\u00e9s dans les deux d\u00e9partements. La collaboration avec l\u2019administration foresti\u00e8re vise \u00e0 aboutir \u00e0 l\u2019utilisation de la plateforme STR Congo pour le contr\u00f4le des ill\u00e9galit\u00e9s li\u00e9es \u00e0 l\u2019exploitation des for\u00eats, et soutenir ainsi les m\u00e9canismes de r\u00e9ponse rapide gr\u00e2ce aux alertes collect\u00e9es par les communaut\u00e9s proches des sites d\u2019exploitation et transmises en temps r\u00e9el.\n
