L'avenir de la deuxi\u00e8me plus grande for\u00eat tropicale d'un seul tenant au monde est en jeu, les autorit\u00e9s congolaises et les bailleurs de fonds internationaux examinant une proposition visant \u00e0 tripler la superficie accord\u00e9e aux exploitants forestiers commerciaux.<\/p>\n

Les for\u00eats tropicales de la R\u00e9publique d\u00e9mocratique du Congo (RDC) sont relativement prot\u00e9g\u00e9es depuis 2002, date \u00e0 laquelle a \u00e9t\u00e9 adopt\u00e9e une interdiction officielle de d\u00e9livrer des zones aux soci\u00e9t\u00e9s d'exploitation foresti\u00e8re. Depuis lors, plusieurs propositions ont \u00e9t\u00e9 faites pour lever ce moratoire sur la protection des for\u00eats, toutes heureusement rejet\u00e9es, g\u00e9n\u00e9ralement apr\u00e8s une forte opposition de groupes tels que RFUK et Greenpeace, ainsi que d'organisations de lutte contre la corruption telles que Global Witness.<\/p>\n

Mais aujourd'hui, la menace de c\u00e9der davantage de for\u00eats aux entreprises du bois a \u00e9t\u00e9 raviv\u00e9e par le gouvernement fran\u00e7ais, et pourrait conduire \u00e0 l'extension de l'exploitation foresti\u00e8re destructrice sur une for\u00eat vierge de la taille de la Grande-Bretagne. Fait scandaleux, le projet serait financ\u00e9 par le gouvernement norv\u00e9gien dans le cadre d'un programme - l'Initiative pour les for\u00eats d'Afrique centrale (CAFI) - qui est cens\u00e9 \"prot\u00e9ger\" les for\u00eats du Congo.<\/p>\n

Vidar Helgesen, ministre norv\u00e9gien du climat et de l'environnement, qui financerait le programme, a d\u00e9clar\u00e9 qu'il \u00e9tait \"certainement\" bon de soutenir l'exploitation commerciale de la for\u00eat tropicale congolaise. Ignorant apparemment toutes les preuves de ce que font les soci\u00e9t\u00e9s d'exploitation foresti\u00e8re dans le vrai Congo, il affirme que cette exploitation serait effectu\u00e9e\u00a0\"d'une mani\u00e8re prudente dans laquelle des arbres individuels s\u00e9lectionn\u00e9s sont r\u00e9colt\u00e9s et exploit\u00e9s d'une mani\u00e8re qui profite \u00e0 la population locale et \u00e0 la nation dans son ensemble\".<\/em><\/p>\n

<\/em>Avec d'autres groupes, le RFUK a soulign\u00e9 que le triplement de la zone d'exploitation foresti\u00e8re au Congo aura des effets d\u00e9vastateurs sur la faune foresti\u00e8re telle que les bonobos et les \u00e9l\u00e9phants, endommagera les ressources n\u00e9cessaires aux communaut\u00e9s locales, n'apportera aucun avantage \u00e9conomique au pays et alimentera probablement la corruption et l'exploitation foresti\u00e8re ill\u00e9gale \u00e0 grande \u00e9chelle. Selon des estimations prudentes, l'intensification de l'exploitation foresti\u00e8re et les dommages caus\u00e9s aux for\u00eats de la RDC entra\u00eeneraient le rejet dans l'atmosph\u00e8re de six cents millions de tonnes suppl\u00e9mentaires de dioxyde de carbone, soit environ douze fois les \u00e9missions annuelles de carbone de la Norv\u00e8ge dues aux combustibles fossiles.<\/p>\n

Simon Counsell, de la Rainforest Foundation UK, a d\u00e9clar\u00e9 \u00e0 ce sujet :<\/p>\n

\"Le programme propos\u00e9 en RDC repose sur une analyse fondamentalement erron\u00e9e des causes de la d\u00e9forestation au Congo et des mesures \u00e0 prendre pour y mettre fin. La priorit\u00e9 de la Norv\u00e8ge semble \u00eatre de faire sortir son argent, quel que soit l'impact.\u00a0<\/em>\u00a0CAFI est en train de devenir une \u00e9tude de cas sur la fa\u00e7on de ne pas prot\u00e9ger les for\u00eats avec un financement international. Nous demandons instamment \u00e0 M. Helgesen, au gouvernement norv\u00e9gien et aux autres bailleurs de fonds internationaux de rejeter fermement toute proposition impliquant l'expansion de l'exploitation foresti\u00e8re \u00e0 grande \u00e9chelle en RDC - et de donner plut\u00f4t aux communaut\u00e9s locales la possibilit\u00e9 de g\u00e9rer les for\u00eats de mani\u00e8re durable dans leur propre int\u00e9r\u00eat\".<\/em><\/p><\/blockquote>\n\t
