{"id":2385,"date":"2016-04-26T00:00:38","date_gmt":"2016-04-26T00:00:38","guid":{"rendered":"https:\/\/www.rainforestfoundationuk.org\/?p=2385"},"modified":"2022-07-19T15:48:30","modified_gmt":"2022-07-19T15:48:30","slug":"un-nouveau-sursis-pour-les-forets-de-la-rdc","status":"publish","type":"post","link":"https:\/\/www.rainforestfoundationuk.org\/fr\/another-reprieve-for-drcs-forests\/","title":{"rendered":"Un nouveau sursis pour les for\u00eats de la RDC !"},"content":{"rendered":"<p>par Simon Counsell, directeur ex\u00e9cutif, RFUK<\/p>\n<p>Depuis 13 ans, le gouvernement de la R\u00e9publique d\u00e9mocratique du Congo a mis en place une loi interdisant la cession de nouvelles zones de for\u00eat tropicale \u00e0 des soci\u00e9t\u00e9s d'exploitation foresti\u00e8re commerciale \u00e0 grande \u00e9chelle. Bien que la loi ait \u00e9t\u00e9 largement enfreinte les premi\u00e8res ann\u00e9es, elle est largement respect\u00e9e depuis 2007, lorsque le pr\u00e9sident du pays, Joseph Kabila, a promulgu\u00e9 un nouveau d\u00e9cret sous son autorit\u00e9.  Cette loi a probablement \u00e9t\u00e9 l'une des plus importantes en termes de limitation des dommages et de la destruction des for\u00eats tropicales. Elle a permis de pr\u00e9server une zone foresti\u00e8re de la taille de la France des d\u00e9g\u00e2ts irr\u00e9fl\u00e9chis \u00e0 grande \u00e9chelle caus\u00e9s par les soci\u00e9t\u00e9s d'exploitation foresti\u00e8re industrielle.<\/p>\n<p>Mais en janvier de cette ann\u00e9e, le ministre de l'environnement de la RDC, Robert Bogeza, a provoqu\u00e9 un choc en annon\u00e7ant l'intention de son gouvernement de lever le moratoire sur les nouvelles op\u00e9rations d'exploitation foresti\u00e8re. En collaboration avec d'autres organisations internationales telles que Greenpeace et Global Witness, ainsi qu'avec les principaux groupes de la RDC, nous nous sommes rapidement mobilis\u00e9s pour alerter les m\u00e9dias et les partisans internationaux de la protection des for\u00eats du danger que repr\u00e9sentait cette annonce. En cons\u00e9quence, plusieurs gouvernements ont fait part de leurs pr\u00e9occupations aux autorit\u00e9s congolaises, y compris la ministre fran\u00e7aise de l'environnement, S\u00e9gol\u00e8ne Royal, lors d'une r\u00e9union avec le pr\u00e9sident de la RDC, Joseph Kabila.<\/p>\n\t\t\t\t<img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.rainforestfoundationuk.org\/wp-content\/uploads\/2021\/11\/0dfda0f4-d3d3-4c09-b7c8-35c9f160f55f.jpg\" alt=\"0dfda0f4-d3d3-4c09-b7c8-35c9f160f55f\" itemprop=\"image\" height=\"877\" width=\"1200\" title=\"0dfda0f4-d3d3-4c09-b7c8-35c9f160f55f\" onerror=\"this.style.display='none'\"  \/>\n\t<p>Peu apr\u00e8s, le ministre a d\u00e9clar\u00e9 que l'annonce avait \u00e9t\u00e9 une \"erreur\" et qu'il n'avait en fait pas l'intention de lever le moratoire. Pour l'instant, au moins, le grave danger qui p\u00e8se sur les for\u00eats de la RDC s'est att\u00e9nu\u00e9.<\/p>\n<p>C'est la troisi\u00e8me ou quatri\u00e8me fois en 13 ans que l'on menace de lever le moratoire sur l'exploitation foresti\u00e8re en RDC et d'ouvrir les vannes de la destruction des for\u00eats du pays. \u00c0 chaque fois, nous avons r\u00e9agi de mani\u00e8re efficace et le gouvernement congolais a pris la bonne d\u00e9cision.
