Malgr\u00e9 les centaines de millions de dollars d'aide internationale consacr\u00e9s aux efforts de conservation dans la r\u00e9gion du bassin du Congo ces derni\u00e8res ann\u00e9es, la biodiversit\u00e9 continue de diminuer, tandis que les communaut\u00e9s vivant \u00e0 l'int\u00e9rieur et autour des parcs nationaux consid\u00e8rent presque universellement les zones prot\u00e9g\u00e9es et le maintien de l'ordre par les \u00e9cogardes comme une menace pour leurs droits et leurs moyens de subsistance, ainsi que comme une source de conflit.<\/p>\n\t\t\t\t\"35bbe0f3-7640-495d-9958-4682a2fe6972\"\n\t

Simon Counsell, directeur ex\u00e9cutif du RFUK et co-auteur du rapport, a d\u00e9clar\u00e9 que pour que la conservation en Afrique centrale r\u00e9ussisse, les droits des communaut\u00e9s locales doivent \u00eatre reconnus, respect\u00e9s et garantis.<\/p>\n

\"L'approche actuelle de la protection des for\u00eats tropicales n'est pas seulement injuste pour les communaut\u00e9s locales, elle est aussi inefficace pour prot\u00e9ger la nature. Les for\u00eats tropicales africaines ont besoin d'une nouvelle forme de conservation, plus durable, qui travaille avec les populations locales pour garantir leurs droits et prot\u00e9ger leur environnement, plut\u00f4t que de travailler contre elles. Les bailleurs de fonds internationaux doivent examiner attentivement si leur soutien \u00e0 la pr\u00e9servation stricte des for\u00eats est actuellement efficace\".<\/em>\u00a0a-t-il d\u00e9clar\u00e9.<\/p>\n

Notre \u00e9tude se base sur un \u00e9chantillon de 34 aires prot\u00e9g\u00e9es r\u00e9parties sur cinq pays (le Cameroun, la R\u00e9publique centrafricaine, la R\u00e9publique d\u00e9mocratique du Congo, le Gabon et la R\u00e9publique du Congo), afin d\u2019en \u00e9valuer les effets positifs et n\u00e9gatifs sur les communaut\u00e9s locales et autochtones, ainsi que sur la protection de la biodiversit\u00e9.<\/p>\n

Notre rapport sugg\u00e8re que les communaut\u00e9s locales sont \u00e9galement cibl\u00e9es de mani\u00e8re disproportionn\u00e9e et injuste par les mesures de lutte contre le braconnage, alors que des activit\u00e9s plus dommageables telles que l'exploitation foresti\u00e8re et mini\u00e8re sont autoris\u00e9es autour et \u00e0 l'int\u00e9rieur des zones prot\u00e9g\u00e9es de la for\u00eat tropicale.<\/p>\n

\"Nous demandons aux personnes directement impliqu\u00e9es dans la gestion des zones prot\u00e9g\u00e9es du bassin du Congo de veiller \u00e0 ce que les projets de conservation dans la r\u00e9gion n'entra\u00eenent pas le d\u00e9placement ou la violation des droits de certaines des populations les plus pauvres de la plan\u00e8te\".<\/em>\u00a0M. Counsell a conclu.<\/p>\n
