{"id":2590,"date":"2014-04-15T00:00:04","date_gmt":"2014-04-15T00:00:04","guid":{"rendered":"https:\/\/www.rainforestfoundationuk.org\/?p=2590"},"modified":"2022-09-22T14:35:53","modified_gmt":"2022-09-22T14:35:53","slug":"le-point-sur-la-crise-de-lautomobile","status":"publish","type":"post","link":"https:\/\/www.rainforestfoundationuk.org\/fr\/update-on-the-car-crisis\/","title":{"rendered":"Le point sur la crise en RCA"},"content":{"rendered":"<p>La Rainforest Foundation UK (RFUK) a pris des mesures concr\u00e8tes pour prot\u00e9ger le personnel de la Maison de l'Enfant et de la Femme Pygm\u00e9es (MEFP), notre principale ONG partenaire en R\u00e9publique centrafricaine, apr\u00e8s plusieurs mois d'instabilit\u00e9 et de crise internes dans le pays.<\/p>\n<p>Le RFUK a r\u00e9cemment soutenu l'\u00e9vacuation du personnel cl\u00e9 du MEFP vers le Cameroun, et a soutenu d'autres mesures pour aider \u00e0 prot\u00e9ger le personnel restant \u00e0 Bangui pendant la crise. Le RFUK prend \u00e9galement des mesures pour aider le MEFP \u00e0 maintenir sa planification organisationnelle en cette p\u00e9riode de crise.<\/p>\n<p>Le 24 mars 2013, apr\u00e8s trois mois de tensions, une coalition de groupes rebelles connue sous le nom de \"S\u00e9l\u00e9ka\" a pris le pouvoir en RCA et a renvers\u00e9 le r\u00e9gime du pr\u00e9sident Fran\u00e7ois Boziz\u00e9. Le chef rebelle Michel Djotodia a \u00e9t\u00e9 nomm\u00e9 chef d'\u00c9tat de la transition par le Conseil national de transition le 13 avril et a officiellement pr\u00eat\u00e9 serment le 18 ao\u00fbt. Cette nomination a marqu\u00e9 le d\u00e9but d'une p\u00e9riode de transition de 18 mois \u00e0 l'issue de laquelle des \u00e9lections doivent \u00eatre organis\u00e9es.<\/p>\n<p>La prise du pouvoir par les rebelles a provoqu\u00e9 une ins\u00e9curit\u00e9 extr\u00eame dans tout le pays et, depuis, des violences, des pillages et de graves violations des droits de l'homme ont \u00e9t\u00e9 largement signal\u00e9s.  Le 5 d\u00e9cembre, le Conseil de s\u00e9curit\u00e9 des Nations unies a finalement adopt\u00e9 une r\u00e9solution au titre du chapitre VII de l'ONU qui autorisait les troupes de l'Union africaine et de la France \u00e0 \"prendre toutes les mesures n\u00e9cessaires\" pour aider \u00e0 stabiliser la situation en RCA. Cependant, les mois de d\u00e9cembre 2013 et janvier 2014 ont vu une escalade de la violence en RCA, avec des meurtres inter-sectaires entre musulmans et chr\u00e9tiens, enflammant la s\u00e9curit\u00e9 et la crise humanitaire. On estime que 2,2 millions de personnes, soit la moiti\u00e9 de la population du pays, ont besoin d'une aide humanitaire et, rien que dans la capitale Bangui, la moiti\u00e9 de la population aurait \u00e9t\u00e9 d\u00e9plac\u00e9e en raison du conflit.<\/p>\n<p>En janvier, le pr\u00e9sident Djotodia et le premier ministre Tiangaye ont d\u00e9missionn\u00e9 et la premi\u00e8re femme pr\u00e9sidente du pays, Catherine Samba-Panza, a pris le poste de pr\u00e9sidente de la RCA par int\u00e9rim. Fin janvier, la communaut\u00e9 internationale a annonc\u00e9 qu'elle mobiliserait $500 millions de dollars am\u00e9ricains pour financer les besoins humanitaires en RCA, tandis qu'Amnesty International a fait \u00e9tat d'un \"nettoyage ethnique\" des musulmans dans la partie occidentale du pays.<\/p>\n<p>Cette crise a eu un impact d\u00e9vastateur sur la principale ONG partenaire de RFUK en RCA, la Maison de l'Enfant et de la Femme Pygm\u00e9es (MEFP), \u00e0 la fois en tant qu'organisation et sur ses membres individuels et leurs familles.
