RFUK, Rainforest Rescue, Greenpeace Africa, 350.org et d'autres groupes de la soci\u00e9t\u00e9 civile africaine ont lanc\u00e9 une p\u00e9tition demandant au pr\u00e9sident Felix Tschisekedi d'annuler la vente aux ench\u00e8res des 28 et 29 juillet de droits d'exploration p\u00e9troli\u00e8re dans certaines des for\u00eats tropicales les plus sensibles de la RDC.<\/p>\r\n

Les 16 blocs p\u00e9troliers couvrent certaines des derni\u00e8res for\u00eats intactes de la plan\u00e8te, o\u00f9 vivent des milliers de communaut\u00e9s locales et autochtones Au moins trois blocs<\/a>La mer M\u00e9diterran\u00e9e est l'un des plus grands puits de carbone au monde. On estime qu'elle stocke 30 milliards de tonnes de carbone, soit l'\u00e9quivalent d'une ann\u00e9e d'\u00e9missions mondiales. Neuf blocs<\/a> p\u00e9troliers chevauchent des zones prot\u00e9g\u00e9es.[3]<\/p>\r\n

En plus de ses impacts directs, le forage p\u00e9trolier dans les zones foresti\u00e8res entra\u00eenerait la mise en place d'infrastructures routi\u00e8res et de transport<\/a> qui d\u00e9clencheraient une cascade irr\u00e9versible de d\u00e9forestation.<\/p>\r\n

Il est peu probable que les besoins de d\u00e9veloppement de la RDC soient satisfaits par la vente du territoire \u00e0 des compagnies p\u00e9troli\u00e8res multinationales. La seule concession p\u00e9troli\u00e8re active du pays, g\u00e9r\u00e9e par la r\u00e9v\u00e9lations de la soci\u00e9t\u00e9 civile<\/a> sur la soci\u00e9t\u00e9 anglo-fran\u00e7aise Perenco, la seule soci\u00e9t\u00e9 actuellement active dans le pays, dans la province du Kongo Central. Les populations locales ont souffertes de la pollution et de l'expropriation.<\/p>\r\n

Les conditions de gouvernance n\u00e9cessaires pour garantir que les revenus p\u00e9troliers soient distribu\u00e9s \u00e9quitablement et utilis\u00e9s pour le bien public n'existent pas actuellement. Au contraire, un bradage pr\u00e9-\u00e9lectoral pourrait alimenter la capture par les \u00e9lites, la recherche de rentes, le client\u00e9lisme et la corruption.<\/p>\r\n

Ce plan compromettrait plusieurs engagements positifs pris par la RDC dans le cadre de sa contribution d\u00e9termin\u00e9e au niveau national (CDN)<\/a> \u00e0 l'Accord de Paris sur le climat.[5] Il entraverait \u00e9galement la planification de l\u2019am\u00e9nagement du territoire et les r\u00e9formes des droits fonciers, ainsi que le d\u00e9veloppement des for\u00eats communautaires et la mise en \u0153uvre de la nouvelle loi sur la protection et promotion des droits des peuples autochtones.<\/p>\r\n

Nous vous demandons \u00e9galement de travailler \u00e0 un avenir prosp\u00e8re, \u00e9quitable et \u00e0 faible \u00e9mission de carbone pour la RDC en exploitant le potentiel massif du pays en mati\u00e8re d'\u00e9nergies renouvelables.<\/p>\r\n
