Une nouvelle \u00e9tude de RFUK a r\u00e9v\u00e9l\u00e9 que le d\u00e9veloppement des infrastructures est \u00e0 l'origine d'une destruction massive de la deuxi\u00e8me plus grande for\u00eat tropicale du monde - et les programmes climatiques internationaux l'ignorent. Alors que les programmes REDD+ dans le bassin du Congo ont invariablement cibl\u00e9 l'agriculture de subsistance comme principal moteur de la d\u00e9forestation, ils ont presque compl\u00e8tement n\u00e9glig\u00e9 le r\u00f4le du d\u00e9veloppement des infrastructures - un facteur connu pour avoir \u00e9t\u00e9 une cause principale de la destruction des for\u00eats dans de grandes parties de l'Amazonie.<\/p>\r\n

Dans la premi\u00e8re d'une mini-s\u00e9rie sur les impacts des projets d'infrastructure dans la r\u00e9gion, l'\u00e9tude a r\u00e9v\u00e9l\u00e9 que les projets de d\u00e9veloppement chevauchent souvent les programmes de protection des for\u00eats financ\u00e9s au niveau international - y compris les programmes REDD+ et d'autres solutions dites \"bas\u00e9es sur la nature\" pour lutter contre le changement climatique - et que plusieurs d'entre eux ont d\u00e9j\u00e0 de graves impacts environnementaux et sociaux \u00e0 long terme.<\/p>\r\n\t\t\t\t\"648ee15d-dd8a-4f31-a9d8-731e7de032a6\"\r\n\t

Les d\u00e9cideurs politiques ont largement ignor\u00e9 cette menace imminente, et les recherches men\u00e9es dans le cadre de l'\u00e9tude montrent que, dans certains cas, les bailleurs de fonds de ces programmes climatiques (tels que la Banque mondiale) financent \u00e9galement les projets d'infrastructure qui les contrecarreront.<\/p>\r\n\t\t\r\n\t\t\r\n\tCr\u00e9dits photos :

Perte de for\u00eat non signal\u00e9e le long de la route Beni-Kisangani du projet Pro-Routes de la Banque mondiale<\/h3>\r\n

La fuite d'un projet d'accord de protection des for\u00eats d'une valeur de $1 milliard d'euros entre l'Initiative pour les for\u00eats d'Afrique centrale (CAFI) - un groupe de donateurs internationaux comprenant le Royaume-Uni, la Norv\u00e8ge et l'Allemagne - et la RDC ne fait aucune mention de routes ou de projets d'infrastructure. Cela fait suite aux r\u00e9v\u00e9lations selon lesquelles le ministre de l'environnement de la RDC envisage de lever le moratoire de longue date sur les nouvelles concessions foresti\u00e8res industrielles, mena\u00e7ant ainsi des dizaines de millions d'hectares de for\u00eats et de communaut\u00e9s d\u00e9pendantes de la for\u00eat - une d\u00e9cision qui, jusqu'\u00e0 pr\u00e9sent, a \u00e9t\u00e9 accueillie par le silence de la CAFI et d'autres d\u00e9cideurs politiques.<\/p>\r\n

\u00c0 l'approche de la conf\u00e9rence sur le climat, consid\u00e9r\u00e9e comme l'une de nos derni\u00e8res chances de limiter le r\u00e9chauffement de la plan\u00e8te \u00e0 1,5 degr\u00e9 au-dessus des niveaux pr\u00e9industriels,\u00a0des engagements consid\u00e9rables seront pris en mati\u00e8re de REDD+ et de solutions fond\u00e9es sur la nature.<\/a>\u00a0qui, en th\u00e9orie, sont cens\u00e9s r\u00e9compenser les pays forestiers tropicaux pour la protection et la restauration de leurs for\u00eats. Cependant, les huit \u00e9tudes de cas pr\u00e9sent\u00e9es dans ce rapport montrent que, si certains projets peuvent apporter quelques avantages \u00e9conomiques, les impacts environnementaux et sociaux sont souvent bien plus \u00e9lev\u00e9s que n\u00e9cessaire en raison d'une mauvaise planification, de la corruption, du non-respect des meilleures pratiques et de la simple n\u00e9gligence.<\/p>\r\n

Joe Eisen, directeur ex\u00e9cutif de la RFUK, a d\u00e9clar\u00e9 :<\/p>\r\n\t

“Alors que la deuxi\u00e8me plus grande for\u00eat tropicale du monde est assi\u00e9g\u00e9e par l'exploitation foresti\u00e8re industrielle et le d\u00e9veloppement d'infrastructures mal planifi\u00e9es, les n\u00e9gociateurs de la COP26 \u00e9voquent encore plus de programmes inefficaces et de syst\u00e8mes de compensation qui ne tiennent pas compte du climat ni des communaut\u00e9s locales. Le d\u00e9veloppement durable au Congo implique de s'attaquer aux causes sous-jacentes de la disparition des for\u00eats et de donner des moyens d'action aux millions de personnes qui vivent dans cette grande for\u00eat et en d\u00e9pendent.\"<\/em><\/p><\/blockquote>\r\n\t
