Une nouvelle enqu\u00eate de RFUK r\u00e9v\u00e8le comment de vastes zones de la R\u00e9publique d\u00e9mocratique du Congo (RDC) sont morcel\u00e9es pour des projets de compensation carbone, suscitant des inqui\u00e9tudes quant \u00e0 la l\u00e9galit\u00e9, la transparence et les impacts sur les droits humains d'un march\u00e9 du carbone en pleine expansion.<\/p>\n

Le rapport ‘The Great Green Rush: The Exponential Rise and Social Impacts of Forest Carbon Offset Projects in the DRC’<\/a> a identifi\u00e9 71 projets carbone, couvrant environ 100 millions d'hectares, ce qui repr\u00e9sente pr\u00e8s de la moiti\u00e9 de la superficie totale du pays.<\/p>\n

Le rapport alerte sur le fait que cette \u00ab ru\u00e9e vers l'or du carbone \u00bb se d\u00e9roule en grande partie en dehors des cadres juridiques, avec des entreprises priv\u00e9es et des investisseurs \u00e9trangers revendiquant des droits de gestion des stocks de carbone sur les terres congolaises, souvent sans consultation ni consentement des communaut\u00e9s, ni supervision gouvernementale.<\/p>\n

A new scramble for the Congo’s forests<\/strong><\/p>\n

Nos recherches ont r\u00e9v\u00e9l\u00e9 que de nombreux accords de compensation carbone refl\u00e8tent les pratiques d'exploitation foresti\u00e8re et mini\u00e8re qui minent depuis longtemps la RDC. Cela inclut des dizaines de concessions de conservation, dont beaucoup ont \u00e9t\u00e9 converties ill\u00e9galement ou sont g\u00e9r\u00e9es par des soci\u00e9t\u00e9s foresti\u00e8res.<\/p>\n

De plus, une s\u00e9rie d'accords carbone non li\u00e9s \u00e0 la superficie, couvrant plus de 80 millions d'hectares, ont \u00e9t\u00e9 sign\u00e9s entre des institutions publiques et des entreprises priv\u00e9es. Ces contrats manquent souvent de limites claires et de supervision, accordant de fait aux entreprises un contr\u00f4le total sur les for\u00eats du pays sur le papier.<\/p>\n

Les march\u00e9s du carbone sont pr\u00e9sent\u00e9s comme une solution climatique, mais ce rapport met en garde contre le fait qu'en RDC, ils pourraient devenir une nouvelle fronti\u00e8re d'exploitation.<\/p>\n

“Carbon markets in the DRC are expanding at an alarming pace without the safeguards needed to protect people and forests,” said Joe Eisen, RFUK’s Executive Director<\/strong>. “Indigenous peoples and local communities, the true custodians of the Congo Basin, are yet again being pushed aside while powerful interests cash in.”<\/p>\n

Malgr\u00e9 les affirmations selon lesquelles les projets carbone cr\u00e9eraient des emplois locaux, des \u00e9coles et d'autres avantages, le rapport fait \u00e9tat d'une exclusion g\u00e9n\u00e9ralis\u00e9e des peuples autochtones et des communaut\u00e9s locales des processus d\u00e9cisionnels. Dans plusieurs cas, les communaut\u00e9s signalent avoir perdu l'acc\u00e8s \u00e0 leurs terres ancestrales ou avoir \u00e9t\u00e9 condamn\u00e9es \u00e0 des amendes et\/ou menac\u00e9es pour avoir p\u00e9n\u00e9tr\u00e9 dans des zones de projets nouvellement d\u00e9sign\u00e9es.<\/p>\n

Cr\u00e9dits fant\u00f4mes et fausses solutions climatiques<\/strong><\/p>\n

Ces r\u00e9sultats remettent \u00e9galement en question l'int\u00e9grit\u00e9 climatique des compensations carbone elles-m\u00eames. Une \u00e9tude r\u00e9cente a r\u00e9v\u00e9l\u00e9 que moins de 16 % des cr\u00e9dits carbone volontaires g\u00e9n\u00e8rent de r\u00e9elles r\u00e9ductions d'\u00e9missions,<\/a>, while most forest carbon projects fail to prove additionality; this means they may not prevent deforestation that wouldn’t have happened anyway. By relying on these ‘phantom credits,’ risks corporations using carbon markets to delay real decarbonisation and greenwash continued fossil fuel use.<\/p>\n

Appel \u00e0 la r\u00e9forme<\/strong><\/p>\n

The ‘Great Green Rush’ calls for a moratorium on new carbon projects in the DRC until transparent governance systems and legal safeguards are in place to protect communities and forests. The report also highlights rights-based alternatives – such as community forestry and direct, non-market payments for environmental services – as fairer, more effective ways to protect forests and reduce emissions.<\/p>\n

“Climate solutions must not come at the expense of those who have protected these forests for generations,” said Vittoria Moretti<\/strong>, RFUK’s DRC-based Forest Campaigner and lead author of the report.<\/strong> “Without community leadership and proper safeguards, carbon markets risk doing more harm than good.”<\/p>\n
